Celeste Robinson had 18 points, Aunjel Van Brakle scored 15, Alayah Hall had 13 and Shelby Reimer had 12 on four three-pointers for Millersville (11-7, 7-7).
Howard gave ESU its first lead (70-69) since midway through the first quarter with a layup with 1:24 remaining, but Millersville finished the game on a 9-2 run.
The Warriors trailed by 10 (41-31) at halftime before tying the score twice in the third quarter, the final time at 52-52, before the Marauders closed the quarter on a 7-0 run to lead 59-52 entering the fourth.
Millersville once again stretched its lead to 10 (65-55) with just over six minutes left before the Warriors rallied. A 13-3 run over the next 4:30 tied the game at 68-68, capped by a three-point play by Brown and a layup by Poderis after a Millersville turnover.
Van Brakle made one-of-two at the line for MIllersville before Howard scored with 1:24 left, giving ESU its first advantage since 10-9. Hall gave Millersville the lead for good with a three-point play with 55 seconds left, and the Marauders were 6-for-8 at the foul line in the final 30 seconds.
Howard had her fifth double-double of the season and 10th of her career for ESU despite playing just seven minutes in the first half due to foul trouble. Howard paces the Warriors in both scoring (16.1 ppg) and rebounding (7.8 rpg).
Brown had her second 20-point game of the season, previously scoring 28 in a 74-73 win vs. nationally-ranked California (Pa.) on January 3.
ESU shot 34.7 percent (25-for-72) against Millersville's PSAC-leading field goal defense (37.1). ESU entered second in field goal defense (37.2) with Millersvilled going 23-for-55 (41.8 percent). The Warriors had a +6 advantage in turnovers (23-17) and Reviere tied her career-high with five steals.
