NCAA Scholarship Information
Each NCAA member institution must establish a Student-Athlete Advisory Committee for its student-athletes.
PURPOSE
The purpose of the East Stroudsburg University Student-Athlete Advisory Committee is threefold:
1) To represent and articulate the broad and diverse interests, opinions, and concerns of student-athletes to the athletic department administrators and to other campus constituents as deemed necessary,
2) To encourage unity, common purpose, and camaraderie between teams and individual student-athletes, and
3) To participate in community service projects

Constitution and By-laws
Article I- Name
The Name of the organization shall be the East Stroudsburg University Student-Athlete Advisory Committee (ESU-SAAC).
Article II- Purpose
To represent and articulate the broad and diverse interests, opinions, and concerns of student-athletes to Athletic Department Administrators; and to provide a vehicle through which Athletic Administrators and the Board in Control of Athletics discuss with student-athletes' issues regarding the management, operation and rules that govern the Athletic Department and its sport teams.
Encourage unity, common purpose, and camaraderie between teams and among all athletes in the program.
Article III- Membership
In no respect of ESU-SAAC's programs shall there be any difference in the treatment of persons as a result of their race, color, creed, sexual or association preference, disability, age, or any other classification that would deprive the person of consideration as an individual.
The committee shall be composed of two peer elected representatives from each varsity team at the university. Each member must represent a different class standing, preferably one from the freshmen or sophomore level standing and one from the junior or senior level standing. Representatives will be re-elected each year, but individuals may serve multiple years. If a team does not have the member at each class standing, it is still recommended that two class levels be chosen for the committee.
Minimum requirement for membership are:
- NCAA and ESU academic eligibility during the appointment
- Attendance at monthly meetings (no more than two absences will be allowed)
Article IV- Officers
The ESU-SAAC shall elect a president, vice president, secretary, and a treasurer to be known collectively as the Executive Board. The SAAC member of the Legislative Review Committee will also be a member of the Executive Board. Each year SAAC will elect two (2) representatives, preferably one male and one female member, to attend Intercollegiate Athletic Committee (IAC) meetings as an ex-officio member.
President- Shall reside over all SAAC meetings and communicate regularly with the Academic administration and assemble the agenda for the regular SAAC meetings.
Vice President- Shall preside over all SAAC meetings in the absence of the President, Vice President assists the President with scheduling and planning the meeting agenda with the consultation from the Assistant Athletic Director for Student Services.
Secretary- Shall keep written records of all ESU-SAAC general meetings and committee meetings. He/she shall record the minutes of the monthly meetings and distribute to the committee (and appropriate Athletic Department Staff) no more than 10 calendar days from the date of the meeting.
Treasurer- Shall keep written records of all ESU-SAAC financial records and/or accounts. He/she will distribute to the committee (and appropriate Athletic Department Staff) no later than ten calendar days from the date of the meeting.
Nominations for the members of the Executive Board shall be taken close to the end of the Spring semester and elections shall occur prior to the termination of the Spring semester.
Each member of the Executive Board will serve a term of one calendar year and may be re-elected in subsequent years.
Article V- Rules Structure
Each team having two(2) representatives, both having voting power.
All representatives shall attend every meeting unless he/she has voiced a legitimate excuse to the President and/or the Advisor. More than 2 excused absences will result in a removal from the committee.
Proposed changes in the constitution must be provided to the membership in writing at least one week prior to voting. For a proposed change to be adopted, 2/3's of the voting body must be in attendance. A quorum of the entire body must be in attendance for a vote on a constitutional change. Quorum for this body is at 50% + 1.
Article VI- Committee Business and Voting Procedures
Any decision that the committee makes will be put forward for a vote. The voting procedure shall consist of a motion from any Committee member that a vote be taken on a particular issue. A second to the motion is then necessary to present the issue to the committee as a whole for a vote. Each Committee member shall have one vote on any particular issue and a simple majority shall win the vote.
Article VII- Director of Athletics and Advisor Aid
Advisor- Shall be appointed by the Director of Athletics. The advisor is given power to ratify these by-laws and preside over any other matters necessary to establish and maintain the Committee. The advisor will be an active member of the Committee and has no voting power.
Director of Athletics- The director of athletics shall be an active member of the committee, but will have no voting power and will hold no office.
